It always takes a little while before animals understand what they can do with certain items. For instance, my youngest dog hated having to wear his collar outside. In fact, he didn't understand it at all and whenever I'd put it on - he'd not take one step, he'd sit down and look at me with big watery eyes, as if I was punishing him, haha.
